    1. Definition of the School Council

The school council is an elected representative body of the Tully Elementary School community and makes decisions as authorized by the state statues and governing board policy. 

    1. Membership of the School Council 

The School Council will consist of voting members (the number of parents and teachers is equal in number and represents the majority and strives to reflect the ethnic balance of the community) in accordance with State Statute 15-351, with TUSD Board policy no.1115, and will act in compliance with open meeting laws. 

Membership will include: 

The principal as a permanent member, along with a classified and community member,

two parents and two certified staff members.

    1. Procedures for electing School Council Members

i.        The School Council Facilitator will communicate council vacancies to all voting bodies during the first week of April.

ii.      Each constituency group will elect its School Council Representatives per their established procedures and return their results to the School Council Facilitator by the May School Council meeting.

iii.    Nominees will sign a confirmation form indicating their pledge to serve and awareness of the roles and responsibilities of school council members.

    1. Terms of Office

i.        The term of office for School  Council Members will be two years with the exception that if the constituent groups representative does not qualify for the full 2-year period.

ii.      Half of the School council will be elected in even years and the other half in odd years.

iii.    The facilitator will serve for a two-year term.

iv.     If at any time a member vacates a position a replacement council member may choose to run for a 2 year term.

    1. Attendance of School Council Meetings

i.        Non-Member attendance

Non-voting members are encouraged to attend any School Council meeting and express concerns as recognized by the Chair during call to the audience.

ii.      Member attendance

Regular attendance or notification of absence is required.  Non-attendance for two consecutive meetings may imply an inability to serve.  A representative of that stakeholder group shall approach said member to determine his/her intent to serve. School Council meetings will be held on a monthly basis, dates to be determined by the Tully School Council at the first meeting of the school year.

iii.    Quorum

Quorum will be defined as simple majority.

iv.     Cadre and Ad Hoc Committee Chair attendance

Committee Chairs or their designated representatives will submit a monthly written report and attend at their own discretion or at the request of the School Council.

    1. Vacancies and Replacement of School Council Members

Vacancies that occur during the school year will be advertised.  Elections will be held as established by the stakeholder group and report the results to the School Council by the next earliest School Council meeting. New members will take office at the beginning of the school year.  (The terms start in August and end in July)  

Any vacancy in the School Council occurring by reason of an increase in the number of members shall be filled by an appropriate method determined by the School Council. Vacancies occurring by reason of death, removal, resignation, or an inability to act, shall be filled from the categories designated in Article 2.B. - Membership. As a means to fill the unexpired portion of the term of any vacancy, the constituent group shall select a representative to fill that position.

 

G.    Call to the Audience

i.        Call to the Audience will be made after approval of previous months minutes.

ii.      Call to the Audience will last 15 minutes with 3-minute time limits per speaker.

    1. Duties of the School Council

i.        At the first meeting the School Council will elect from among its membership a facilitator, a secretary and a timekeeper.

ii.      The School Council shall be responsible for the control and management of the affairs, property and interests of the school, and may exercise all powers that may be granted to any such association of staff, faculty, students, community representatives, and parents, except those powers which are expressly limited by appropriate laws, rules, policies, or by these Bylaws.

iii.    The Facilitator, in collaboration with the Principal and a parent will determine the agenda for meetings and post it at least 24 hours in advance.

iv.     Any member of the Tully Community may submit in writing items for consideration for the agenda at least 1 week before the scheduled meeting.

v.       The member of Tully Community submitting an item in writing may be asked to be present or to present the item/issue submitted.

    1. Manner of Voting

Except otherwise provided by this Constitution / Bylaws, at all meetings of the School Council, each member, present in person, shall have one vote.

J.    Resignation

Any School Council member may resign at any time by giving written notice to the Chairperson. Unless otherwise specified in such written notice, the resignation shall take effect upon receipt of the notice by the School Council. The acceptance of the resignation shall not be necessary to make it effective.

K.    Committees

The School Council, by resolution adopted by the majority of the entire Council, may from time to time, designate from among its members various standing committees, and may also designate from among its members and non-members, which shall include students, parents, staff and faculty such other committees as the School Council may deem desirable, such powers and authority as may be provided in a resolution. Each committee shall serve at the pleasure of the School Council.  Standing committees shall include, but not be limited to, Budget and Curriculum.

L.     Referendum

For any action, the School Council may refer final decision making authority to any and / or all-constituent groups.  The School Council shall determine the procedures for the referendum vote.

M.    Master Calendar

The School Council shall establish and maintain for each school year a master calendar of events for each of the committees conducting business as part of the site based management record of activities. Monthly updated copies reflect specific time lines, those events that occur annually, other School Council and Committee activities, and responsibilities as they arise.

N.  Curriculum

The endorsement, approval, and/or adoptions of tests, projects, programs, curricula, reports, methods, procedures, and other materials is limited to those recommended to the School Council through appointed Standing Committees or other committees. Accordingly, materials and recommendations received from sources other than the aforementioned committees shall be referred to the School Council for review and recommendations.

O.   Relationship with School Administrator

The Principal and Administration for Tully Elementary School shall implement the policies, resolutions, and decisions of the School Council.  The School Site Administration shall provide requisite information so that the School Council may fulfill its purpose as stated in article 3B.

P.    Relationship to existing school organizations

The School Council will have open, professional, and accessible communication with Student Council, Parent Organizations, TEA, ELI, TUSD Central Administration and other community groups.

Q.  Amendments

Except as otherwise provided by this Constitution/Bylaws, statute, or rules, all of the Constitution / Bylaws of Tully Elementary School shall be subject to alteration or repeal, and amendments may be proposed, by a two-thirds (2/3) vote of the ballots cast by the Tully Community. The School Council must refer for ratification any proposed amendments to any constituent group deemed appropriate.  The School Council shall determine the procedures for the ratification vote.

R.   Permanent Records

The School Council endorses full and ready access to the records of its actions and the actions of any of its Committees. Towards that end, Tully Elementary School shall compile and maintain the following records.

i.         Annual calendar of events.

ii.       Monthly calendar of events (all committees).

iii.      Minutes of all official action on each agenda.

iv.     All current Standing Committees with memberships and resolution which mandates scope of service.

v.       All current advisory committees with memberships and resolution which mandates scope of service.

vi.     A roster of current School Council members.

vii.    An updated School Policy Document with the date of passage of each policy by the School Council.

viii.  An updated record of accreditation and other management related documentation.

ix.     Annual reports on student performance.

x.       Such other records as required by subsequent action of the School Council of other official acts.  

S.  Communication

Communication shall be accessible to all stake holders and comply with meaningful access.
