Phases of
Implementation of School Councils.
The
adopted standard include four phases with each phase building upon the previous
ones. As a school progresses through the phases, the school (School
Council and Administration) gradually assumes power over decisions that affect
that particular school. The standards at each phase are specific, but not
so specific as to promote uniformity in the governance structure. Each
school has room within the confines of the standards for individuality and
uniqueness. The standards reflect minimum requirements for accreditation
at each phase. Completion of these minimum requirements supports the move
from phase to phase.
(These
phases are cumulative and progressive.)

Phase
one: Initial school council develops the school's
constitution/by-laws for ratification by the stakeholders at the
school. Drachman is currently in this phase. (Target Date for
all existing TUSD schools to complete Phase One is May 2002.)

Phase
two: School begins operation under is constitution/by-laws
and maintains accurate records of the decisions of the school council.
The school council develops and re-evaluates the Management and Assessment
Plan (MAP), by utilizing baseline data (e.g., School Quality Survey,
standardized testing, North Central Accreditation, etc.).

Phase
Three: School is authorized, through its school council,
to make decisions about budget, curriculum and personnel matters within the
bounds of Federal Law, State Statute, and TUSD Policy including the
Consensus and White Collar/Food Service Agreements.

Phase Four: School is
authorized, through its School Council, to develop supplemental evaluation
policies
