Introduction to Shared Decision-Making in TUSD. The Tucson Unified School District Governing Board and the Superintendent recognize that the practice of shared decision-making provides the opportunity for school personnel, parents, community members, and students to collaborate in the District's Goals and Initiatives, promote increased student achievement and improve the educational process. The Governing Board believes that school improvement can be achieved through the process of shared decision-making, as well as district-level strategic planning. In support of shared decision-making, the TUSD Governing Board, authorized the establishment of school councils as a decision-making body at each site. The Joint Committee for Shared Decision-Making is to facilitate shared decision-making by providing training, assistance and monitoring of the school council's use of decision making at each site. Each school shall have a school council comprised of stakeholders at the site: parents, community members, school employees (administration, teachers, and not-certified staff) and students (required at the high school level). This school council shall make decisions at the site. Each school council is a unique governing entity but must operate in accordance with its own Constitution/Bylaws, TUSD Board Policy, Arizona State Statutes, and Federal Law. Standards for accrediting school councils have been developed to provide a stable transition for school as the District embarks on the decentralization process. The standards have been divided into four phases, with each phase gaining more decisions-making authority. A school must meet the specific standards of a particular phase to progress to the next phase. The standards are intended to serve as both a guide for schools in developing effective councils and as a means of accountability. Nothing in these standards will limit or supercede the principal's responsibilities as stated in the State Statutes. |
