Magnet Program
Changes for Magnet EnrollmentParents should be aware that there will be changes regarding enrollment in the area of Magnet Programs and Open Enrollment. Due to the landmark Supreme Court ruling that occurred over the summer of 2007, school districts that have used ethnicity as a criterion to enter a public school have been ruled as unconstitutional. As a district under court ordered desegregation, TUSD has dissolved Governing Board Policy 5090, which states, “A student may transfer provided the transfer improves the ethnic balance of the receiving school and does not further imbalance the ethnic makeup of the home school.” TUSD is now requesting, “Unitary Status” or to be released from the court order desegregation ruling which was issued nearly 30 years ago. TUSD has conducted two open forums thus far to present a number of enrollment policy options, and to obtain community input regarding those options. The end result should be more options for more students, and improved policies that address the issue of diversity throughout the District. Parents will now have the option of enrolling their child under a Magnet Program, Open Enrollment or a new option called Pipeline schools. This option is new for TUSD and staff is exploring the possibilities of this alternative. Under the Pipeline option, students would enter programs with a specific theme (similar to Magnet programs) K-12. Students would be automatically eligible to attend the associated pipeline middle or high school upon promotion from the student’s current school. It should be noted that families may enroll in all three options at the same time, and are not restricted to selecting only one. According to a draft policy entitled, “Enrollment and School Choice,” enrollment priorities at a magnet school or open enrollment are as follows: -Students who live within the school attendance zone will be admitted without regard to capacity. If the number of attendance zone students enrolling in the school plus the number of applicants to the school under this policy exceeds the capacity, a lottery will be used. The District will admit students according to the following guidelines, in the following order of priority: -Students currently enrolled in a school/program shall be permitted to continue at that school/program subject to conditions of continuance as identified in the regulation. -Siblings of students currently enrolled at the school. -Children of TUSD staff at the school site where the parent is currently employed. -Other In-District students. -Out of District students. The TUSD department of Community Services will accept applications for both Non-Magnet students and Open Enrollment students from November 15, 2007 to February 15, 2008. Information regarding Pipeline schools is not available as this option is still in the planning stages. Parents are encouraged to apply in person at the Community Services Office located at 75 N. An ENDORSEMENT is a specialized program of study in one of the Magnet areas. Completion of the indicated criteria will result in a Seal of Endorsement on the high school diploma and the permanent transcript. This is also a great opportunity to enhance both scholarship opportunities and job placement!
